Mulimba's Dilemma

John Mulimba, the current Minister of State for Foreign Affairs (East Africa), is at a crossroads in his political career. As he prepares for the 2026 elections, he faces a difficult decision that will determine his future in politics.


Mulimba has his sights set on the Speaker's seat, but he knows that he must first vie for the Deputy Speakership position. If he chooses to pursue this path, he will have to relinquish his Ministerial ambitions and focus on becoming the second-in-command in the parliament.


However, Mulimba's re-appointment as a Minister, potentially as the main Foreign Affairs Minister, is a presidential appointment that may be used to balance power within the government. If he accepts this appointment, he will have to put his Speaker ambitions on hold.


Mulimba's re-election bid is not without challenges. He faces opposition from within his own party, the National Resistance Movement (NRM), as well as from the main opposition party in the district. This internal and external opposition threatens to derail his re-election chances and his future political ambitions.


Additionally, deep state lobbyists may not view Mulimba as an ideal candidate to advance their agendas, given the history of previous ministers from Busia district.


As Mulimba navigates these challenges, he must weigh the benefits and drawbacks of each option. If he chooses to pursue the Deputy Speakership, he will be giving up the potential Ministerial post and the influence that comes with it. On the other hand, if he accepts a Ministerial post, he will be putting his Speaker ambitions on hold.


Will he prove to be the lion of Busia or a lamb like former ministers from the land? The outcome of the 2026 elections will be a critical moment in Mulimba's political career, determining whether he takes the first step towards becoming Speaker or remains a Minister.
